The year 2025 brings several fundamental changes to the Slovak energy sector, affecting regulation, pricing, technical operations, renewable energy support, and energy security. Slovakia aims to combine price stability, market transparency, and support for ecological solutions while responding to new challenges in the sector.
1. Regulation and Pricing
In 2025, the Regulatory Office for Network Industries (ÚRSO) terminated the use of the “imbalance” system for trading purposes. This mechanism had allowed trading with imbalances between planned and actual electricity consumption, which was often used for speculative trading. From now on, imbalance serves exclusively to balance discrepancies between production and consumption within the system, which should reduce electricity price volatility and contribute to more stable conditions for industrial consumers (ÚRSO, 2025).
At the same time, the regulator warns renewable energy producers that the timeframe for investments in projects benefiting from prolonged support is coming to an end. With this step, ÚRSO seeks to ensure that support remains focused on efficient and timely implemented projects (ÚRSO, 2025).
2. Operational and Technical Changes
The Short-Term Electricity Market Operator (OKTE) launched public consultations on changes to its operational rules and technical specifications of external interfaces. These adjustments are intended to streamline coordination between suppliers and the transmission system, ensuring safer and more transparent market operations (OKTE, 2025).
The Transmission System Operator (SEPS) plans a complete reconstruction of the transmission line from Varín to the border with the Czech Republic, which will enhance the reliability and capacity of the grid. This project is crucial for the integration of renewable energy sources and interconnection with neighboring countries (SEPS, 2025).
3. Support for Renewable Energy and Households
The “Green for Households” program continues in 2025, aiming to support the installation of solar panels, heat pumps, and other ecological solutions. Rules for applicants have been updated to minimize errors in submitting applications and redeeming vouchers (Zelená domácnostiam, 2025).
The Ministry of Economy of the Slovak Republic (MH SR) is launching new financial schemes for companies and innovations. These programs aim to modernize energy systems, improve energy efficiency, and support the development of technologies that reduce emissions and energy costs (MHSR, 2025).
4. Energy Security
The Ministry of Environment of the Slovak Republic (MŽP SR) signed an agreement with Westinghouse on investments designed to stabilize electricity supply and strengthen the country’s energy security. These projects include the modernization of nuclear and other energy sources with long-term impacts (MŽP, 2025).
At the same time, ÚRSO is calling on the European Union to ensure fair conditions in relation to the ban on Russian gas imports, stressing the need for adequate alternatives to safeguard market stability (ÚRSO, 2025).
5. Legislative Framework
Energy legislation has been updated in 2025 to adapt to new market conditions and environmental objectives:
